To track progress toward the ultimate goal of raising third-grade reading proficiency, we’ve chosen fifteen indicators to track at the local and state level, called Measures of Success.

TQEE worked with Child Trends, the nation’s leading research organization focused exclusively on improving the lives of children and youth, to identify data sources for these measures. The data sources and research basis for each measure is available in Appendix C of the full plan.

The measures will be developed into a state-level data dashboard that will support local Bright Start partnerships, enable policymakers to track trends at the local and state level to identify areas of need, and empower practitioners to provide the most effective interventions. County data is available to download below until the data dashboard is developed.

Unfortunately, less than one-third of West Tennessee’s students are on track in reading or math by the third grade. Economically disadvantaged students are often further behind, a gap we cannot ignore with over half of West Tennessee children living in or near poverty.
